The World Wide Web Consortium. This is the non-profit making organisation that is supposed to agree technology standards for the Internet. However, technology manufacturers often do not want to wait for W3C to ratify standards and therefore create their own proprietary, and sometimes incompatible standards such as Microsoft's Active X.
